1st, That the above leave was granted to commence on the First Day of August, 1861, and end on the 31 Day on the ground of ill health, and that the medical Certificate, a copy of which is annexed, was produced.
2nd, That A. L. Inglis, Esquire has served the Crown for Three years, Nine Months, and 25 days.
3d, That in the course of that Service he has been absent on leave on several occasions, at the dates and for the terms specified below, viz:
In the year 1858, 7 Days.
In the year 1859, one year, five months and 4 days, beginning on the 22nd of June, 1859, and ending on the 25th of November, 1860.
4th, That provision has been made for the due execution of A.L. Inglis, Esquire's Office during his absence by the appointment of H. G. Thomsett, Esqr R.N.

We the undersigned, after careful examination do certify that Mr. Inglis' state of health is such as to unfit him to perform the varied duties connected with his present Office in Hong Kong, and consider that his only safety consists in being removed to a better climate than he can enjoy in this colony. He is, and has been for the last year suffering from Bright's disease of the kidneys, besides which he has been losing daily a considerable quantity of blood from internal hemorrhoids, the radical operation for which it is not thought desirable to undertake in his present condition.
We therefore give it as our united testimony that for the prolongation of life he ought to return to Europe as soon as possible.
